Dubai Police and DCCA Join Forces to Enhance Air Safety and Regulate Parachute Activities

Dubai Police and the Dubai Civil Aviation Authority (DCCA) have signed a Memorandum of Understanding aimed at regulating parachute activities across Dubai and strengthening air safety and incident response, in line with national strategic priorities and the broader public safety framework.

The agreement was signed by Brigadier Dr Mubarak Saeed Salem bin Nawas, Director of Lahbab Police Station, on behalf of Dubai Police, and His Excellency Ahmad Ali Belqaizi, Executive Director of the Aviation Safety and Environment Sector, on behalf of DCCA. The signing reflects the commitment of both sides to enhanced coordination and institutional cooperation.

The MoU aims to support institutional partnership between the two parties, unify efforts in organizing parachute activities according to the highest global standards, respond to reports and incidents related to parachute activities, and define roles and responsibilities in a way that enhances operational efficiency and ensures the highest air safety standards.

Under the MoU, Dubai Police will take the lead in the immediate response to emergency reports involving parachute accidents, carry out investigations, collect relevant evidence, and register cases in line with approved procedures. This will be supported by coordination with the relevant authorities to deliver joint awareness and educational initiatives in cooperation with DCCA.

Meanwhile, the DCCA will oversee the development and continuous update of regulations governing parachute activities in accordance with air safety requirements. Its responsibilities include monitoring compliance with approved standards through inspections and regular audits, issuing the necessary licences and permits, and implementing specialised awareness and training programmes. These initiatives include training selected police personnel on procedures for investigating parachute incidents within designated activity areas across Dubai.
